简介：
刘洋，女，经济学博士，工商管理博士后。教授，研究生导师，党委宣传部副部长。辽宁省百千万人才工程“万”层次人选，大连海洋大学蔚蓝英才工程人选。

研究方向：海洋经济、渔业管理与执法、涉外渔业管理、行政法学、海洋综合管理、渔政与渔港监督管理、海洋法律与政策等

兼任中国太平洋学会海洋维权与执法研究分会理事、辽宁省法学会海洋法学研究会常务理事、大连市国际法学会常务理事、中国海洋学会海洋经济分会第六届委员会委员、中国水产学会第十一届理事会渔业经济与渔业政策专业委员会委员、大连海事法院人民陪审员、《Fishes》等多个国际期刊审稿人（Editorial Board Member）。

连续5届获得辽宁省社科活动月优秀成果奖，多次获得“东北法治论坛”、农业农村部渔业渔政管理局、中国海洋发展研究青年论坛优秀成果奖。多篇论文多次入选国际国内学术会议。

Edited or participated in the compilation of 10 books or textbooks, such as Marine Management and Case Analysis, Marine Administration, Fishery Administration and Fishery Port Supervision and Management, Maritime Fishing Disputes and Public Security Cases Mediation, Practical Manual of Handling Cases involving IUU vessels, and General Theory of Labor Education for College Students. She has published more than 50 papers in key academic journals at home and abroad, such as Ecological Economy, Marine Development and Management, Marine Economy, Marine Policy, and Fishes. She has presided over or participated in more than 40 national, provincial and ministerial research projects. More than 14 utility model patents and software copyrights have been approved.
Scientific research awards: won the Outstanding Achievement Award of Liaoning Province Social Science Activity Month for 5 consecutive years, won the Northeast Rule of Law Forum, the Ministry of Agriculture and Rural Affairs of Fisheries and Fishery Administration, China Marine Development Research Youth Forum Outstanding achievement Award for many times. Many papers have been selected for international and domestic academic conferences.
